After previewing the cases in the Carver Files, I believe the following would be most persuasive IMHO...
PRO: 15, 16, 18, 19
These have to do with the threat of Iran. Because you need to persuade the judge that Russia is a threat (not a common opinion out there), relating Russia to a real threat (and Iran is commonly recognized as a threat) is a good idea.
CON: 4, 6
The pieces of evidence here can be coupled with the TIME article on Putin. The idea here is that Russia is unfairly characterized by "old school" thinkers from the Cold War Era. Russia is our ally, not our enemy.
